🇫🇮 Finland’s Laws & Regulations for Assistance Animals are as follows:
Acceptance
Housing
Finland does not have a single nationwide housing statute dedicated to assistance animals, but landlords and housing associations are expected to follow non-discrimination and accessibility principles. Service Animals and PSAs are generally accepted when properly documented. ESAs are typically considered on a case-by-case basis and may require a prescription letter, registration proof, and behavior documentation.
Air Travel
Airlines serving Finland follow EU aviation rules. Carriers operating out of Helsinki, Turku, and other Finnish airports usually accept Service Animals and PSAs in the cabin when documentation and behavior requirements are met. ESAs are normally accepted with conditions, depending on each airline’s internal policy and the destination country’s regulations.
Public Access
Finland has strong disability and accessibility protections. Properly trained and identified Service Animals and PSAs are generally accepted in public transportation, hospitals, government buildings, restaurants, shops, hotels, and educational institutions. ESAs may be accepted when backed by strong documentation, but their public-access rights are not guaranteed.
