Acceptance
Housing
Finland does not have a single nationwide housing statute dedicated to assistance animals, but landlords and housing associations are expected to follow non-discrimination and accessibility principles. Service Animals and PSAs are generally accepted when properly documented. ESAs are typically considered on a case-by-case basis and may require a prescription letter, registration proof, and behavior documentation.
Air Travel
Airlines serving Finland follow EU aviation rules. Carriers operating out of Helsinki, Turku, and other Finnish airports usually accept Service Animals and PSAs in the cabin when documentation and behavior requirements are met.
