Virginia’s Laws & Regulations for Assistance Animals are as follows:
Acceptance
Virginia has both large metropolitan areas (Northern Virginia) and rural counties. Always keep your Physical ID Card, visible Recognition Gear, and your Registration & Behavior Certificates to avoid confusion, especially in small towns and independent city jurisdictions.
Housing
Virginia landlords must follow the federal Fair Housing Act (FHA), which protects ESAs, PSAs, and Service Animals when proper documentation is provided. Virginia’s Fair Housing Law under the Virginia Human Rights Act also prohibits disability-based discrimination.
Air Travel
Virginia follows the Air Carrier Access Act (ACAA). Only trained service dogs may fly as Service Animals. ESAs must comply with airline pet rules. Airlines may require DOT forms at Dulles (IAD), Reagan National (DCA), Richmond (RIC), Norfolk (ORF), and regional airports.

Public Access
Virginia follows the Americans with Disabilities Act (ADA) and state law under Virginia Code § 51.5-44. Only trained Service Dogs—including psychiatric service dogs—must be permitted in restaurants, hotels, retail stores, transit, schools, medical offices, and government facilities. ESAs do NOT have public-access rights in Virginia.
