Utah’s Laws & Regulations for Assistance Animals are as follows:
Acceptance
Utah has urban regions like Salt Lake City and many rural mountain towns. Always keep your Physical ID Card, Recognition Gear, and your Registration & Behavior Certificates. These are especially helpful in ski towns and national park areas where inquiries are more frequent.
Housing
Utah landlords must comply with the federal Fair Housing Act (FHA), which protects ESAs, PSAs, and Service Animals when proper documentation is provided. Utah’s Antidiscrimination Act also prohibits disability-based discrimination in housing.
Air Travel
Utah follows the Air Carrier Access Act (ACAA). Only trained service dogs may fly as Service Animals. ESAs must follow airline pet rules. Airlines may require DOT forms at Salt Lake City International (SLC) and all regional airports.

Public Access
Utah follows the Americans with Disabilities Act (ADA) and state law under Utah Code § 62A-5b. Only trained Service Dogs—including psychiatric service dogs—must be allowed in hotels, restaurants, stores, transit systems, schools, medical offices, parks, and government buildings. ESAs do NOT have public-access rights.

- ACAA: Airlines accept only trained Service Dogs for in-cabin flight.
- FHA & Utah housing law: ESAs, PSAs, and Service Animals qualify for housing accommodations.
- Misrepresentation penalties: Utah enforces penalties under § 62A-5b-106 for fraudulent Service Animal claims.
- Recognition Gear: Strongly recommended in mountain regions and national parks.
