Entering from Outside of Europe (International Entry)
Required Documentation & Gear (must bring)
- ISO-Compliant Microchip (must match all documents)
- Rabies Vaccination Certificate
- Puppy must be 12+ weeks old at the time of vaccination
- High-risk countries: Rabies Titer required
- Low-risk countries (Canada, Western Europe, etc.): Titer not required
- Veterinary Health Certificate (vet letter confirming no known diseases)
Preferred Documentation (greatly facilitates acceptance and pre-clearance)
- Physical ID Card (animal + handler)
- Recognition Gear (Service Animal vest, bandana, or harness)
- Prescription Letter (ESA, PSA, or Service Animal letter from a licensed professional)
Important Notes
- A physical ID Card, Registration Certificate, and visible Recognition Gear speed up the processing.
- No airport restrictions: Dogs may enter Portugal through any approved airport once airline and import rules are met.
- Assistance Animals follow the same import rules as pets.
Deworming / Tapeworm Treatment Rules
Portugal does not require tapeworm treatment for incoming dogs.
Veterinarians recommend routine deworming for dogs visiting forests, farms, or rural areas.
Restricted Breeds at Entry
Portugal permits all breeds to enter, but certain breeds are classified as “potentially dangerous” and must follow strict handling rules:
- American Staffordshire Terrier
- Brazilian Mastiff (Fila Brasileiro)
- Argentinian Mastiff (Dogo Argentino)
- Pit Bull Terrier
- Rottweiler
- Staffordshire Bull Terrier
- Tosa Inu
Owners of these breeds must use a short leash and muzzle in public.
Public Transport & Transit Rules
Service Dogs are fully permitted on all Portuguese public transport, including trains, metros, buses, and ferries.
Pets may require a muzzle, carrier, or ticket depending on transport operator rules. Service Dogs travel without restrictions.
