- No documents required for Service Dogs, PSDs, or ESAs.

Entering from Outside of Europe (International Entry)
Required Documentation & Gear (must bring)
- ISO-Compliant Microchip (must match all documents)
- Rabies Vaccination Certificate
- Puppy must be 12+ weeks old at the time of vaccination
- High-risk countries: Rabies Titer required
- Low-risk countries (Canada, Western Europe, etc.): Titer not required
- Veterinary Health Certificate (vet letter confirming no known diseases)
Preferred Documentation (greatly facilitates acceptance and pre-clearance)
- Physical ID Card (animal + handler)
- Recognition Gear (Service Animal vest, bandana, or harness)
- Prescription Letter (ESA, PSA, or Service Animal letter from a licensed professional)
Important Notes
- A physical ID Card, Registration Certificate, and visible Recognition Gear speed up the processing.
- No airport restrictions: Dogs may enter Norway through any approved international airport once airline and import rules are satisfied.
- Assistance Animals follow the same import rules as pets.
Deworming / Tapeworm Treatment Rules
Norway requires mandatory tapeworm (Echinococcus) treatment for dogs entering from many countries.
Treatment must be administered within the legally required timeframe prior to arrival and documented appropriately.
Restricted Breeds at Entry
Norway has strict national breed bans on the following breeds:
- American Pit Bull Terrier
- American Staffordshire Terrier
- Fila Brasileiro
- Tosa Inu
- American Bulldog
- Wolfdog hybrids
These dogs may not be imported or transited through Norway.
Public Transport & Transit Rules
Service Dogs are permitted on Norwegian public transportation, including buses, ferries, trams, and trains.
Pets may require a ticket, muzzle, or carrier depending on the operator, but Service Dogs travel without restrictions.
