International Entry Into Hawaii
Required Documentation & Gear (must bring)
- ISO-Compliant Microchip (must match all documents)
- Rabies Vaccination Certificates (2 doses)
- Both vaccines must be administered by a licensed veterinarian
- The second vaccine must be given 30+ days after the first
- Final vaccine must be valid at time of entry
- Rabies Titer (FAVN) Test — required for ALL dogs entering Hawaii
- Must be ≥ 0.5 IU/ml
- Performed by an approved laboratory
- Entry allowed no sooner than 30 days after lab receives sample
- Veterinary Health Certificate (issued within 14 days of arrival)
Preferred Documentation (greatly facilitates acceptance and pre-clearance)
- Physical ID Card (animal + handler)
- Recognition Gear (Service Animal vest, bandana, or harness)
- Prescription Letter (ESA, PSA, or Service Animal letter from a licensed professional)
Important Notes
- A physical ID Card, Registration Certificate, and visible Recognition Gear speed up the processing.
- No airport restrictions: Hawaii requires entry through approved airports and inspection stations, including Honolulu (HNL) Direct Release facilities.
- Assistance Animals follow the same rabies-free entry rules as pets.
Deworming / Tapeworm Treatment Rules
Hawaii does not require tapeworm treatment for entry.
Veterinarians recommend routine deworming due to tropical parasites, but it is not mandatory for arrival.
Restricted Breeds at Entry
Hawaii has no statewide breed restrictions.
All breeds may enter as long as the rabies-free entry requirements are met.
Public Transport & Transit Rules
Service Dogs are allowed on all public transportation, including TheBus, Maui Bus, and rail systems.
ESAs and pets may be restricted or require carriers depending on the transit authority.
