Puerto Rico’s Laws & Regulations for Assistance Animals are as follows:

Acceptance

Emotional Support Animals (ESA):Accepted with Conditions

Psychiatric Support Animals (PSA):Accepted Nationwide

Service Animals:Accepted Nationwide

Tip:Puerto Rico requires strict compliance with vaccination and import requirements. Always carry your Physical ID Card, display Recognition Gear, and bring your Registration Certificate and Behavior Certificate when visiting dense tourist areas like San Juan and Isla Verde.

Housing

Puerto Rico follows the federal Fair Housing Act (FHA), which protects ESAs, PSAs, and Service Animals with valid documentation. Local housing authorities and condominiums may require proof of vaccination and health compliance due to tropical disease exposure.

Air Travel

Puerto Rico enforces the Air Carrier Access Act (ACAA). Only trained service dogs may fly as Service Animals. ESAs follow airline pet rules. Airlines may require DOT forms at San Juan (SJU), Ponce (PSE), Aguadilla (BQN), and other regional airports.

Public Access

Puerto Rico follows the Americans with Disabilities Act (ADA). Only trained Service Dogs — including psychiatric service dogs — must be allowed in restaurants, hotels, medical offices, public transit, beaches, shops, and government buildings. ESAs do NOT have public-access rights.
