Ohio’s Laws & Regulations for Assistance Animals are as follows:

Acceptance

Emotional Support Animals (ESA):Accepted with Conditions

Psychiatric Support Animals (PSA):Accepted Nationwide

Service Animals:Accepted Nationwide

Tip:Always carry your Physical ID Card and visible Recognition Gear. Ohio businesses—especially around Cincinnati, Cleveland, and Columbus—respond faster when you also carry a Prescription Letter, Registration Certificate, and Behavior Certificate.

Housing

Ohio landlords must follow the federal Fair Housing Act (FHA), which requires acceptance of ESAs, PSAs, and Service Animals when documentation is valid. Ohio also supports disability protections through the Ohio Civil Rights Act.

Air Travel

Ohio follows the Air Carrier Access Act (ACAA). Only trained service dogs may fly as Service Animals. ESAs must follow airline pet rules. Major airports like Cincinnati (CVG), Cleveland (CLE), and Columbus (CMH) may require DOT Service Animal forms.

Public Access

Ohio follows the Americans with Disabilities Act (ADA) and Ohio Revised Code § 955.43. Only trained Service Dogs—including psychiatric service dogs—must be allowed in restaurants, hotels, stores, hospitals, public transit, and government offices. ESAs do NOT qualify for public-access rights.

  • ACAA: Airlines accept only trained Service Dogs in cabin.
  • FHA & Ohio Civil Rights Act: ESAs, PSAs, and Service Animals are protected for housing.
