Acceptance

Emotional Support Animals (ESA):Accepted with Conditions

Tip:The Northern Mariana Islands strongly enforce animal import controls. Always carry your Physical ID Card, wear Recognition Gear, and keep your Registration Certificate and Behavior Certificate ready to avoid delays at Saipan International Airport (SPN) and ferry inspections.

Housing

The Northern Mariana Islands follow the federal Fair Housing Act (FHA), protecting ESAs, PSAs, and Service Animals when proper documentation is submitted. Housing providers may request proof of vaccinations due to territorial animal health restrictions.

Air Travel

CNMI follows the Air Carrier Access Act (ACAA). Only trained service dogs may fly as Service Animals. ESAs must follow airline pet rules. Travelers arriving into Saipan (SPN) may need to provide airline and veterinary documents for verification.

Public Access

CNMI follows the Americans with Disabilities Act (ADA). Only trained Service Dogs — including psychiatric service dogs — must be allowed in hotels, stores, restaurants, medical offices, transit systems, and government buildings. ESAs do NOT have public-access rights.

  • Import restrictions: Some dogs may require vet certificates due to island biosecurity laws.
  • ADA: Only task-trained dogs qualify as Service Animals.
  • ACAA: Only trained Service Dogs qualify for air travel.
