Massachusetts: Laws & Regulations

Massachusetts’s Laws & Regulations for Assistance Animals are as follows:

Acceptance

Emotional Support Animals (ESA):Accepted with Conditions

Psychiatric Support Animals (PSA):Accepted Nationwide

Service Animals:Accepted Nationwide

Tip:
Always carry your Physical ID Card and visible Recognition Gear. In Massachusetts—especially in Boston, Cambridge, and Worcester—bringing a Prescription Letter, Registration Certificate, and Behavior Certificate reduces delays.

Housing

Massachusetts landlords must comply with the federal Fair Housing Act (FHA), requiring reasonable accommodation for ESAs, PSAs, and Service Animals. Massachusetts also enforces the Massachusetts Fair Housing Law, which provides strong disability protections statewide.

Air Travel

Massachusetts air travel follows the Air Carrier Access Act (ACAA). Only trained service dogs may fly as Service Animals. ESAs must follow airline pet rules. DOT forms may be required at Boston Logan (BOS), Worcester (ORH), and regional airports.

Tip:
Our registry is approved by all airlines — your Physical ID Card, Registration Certificate, and Recognition Gear ensure smooth airport processing under ACAA rules.

Public Access

Massachusetts observes the Americans with Disabilities Act (ADA) and the Massachusetts Service Animal Law. Only trained Service Dogs (including psychiatric service dogs) must be allowed in stores, hotels, restaurants, public transit (MBTA), hospitals, and government buildings. ESAs are not granted public-access rights.

Additional Notes

  • ADA: Only task-trained dogs qualify as Service Animals.
  • ACAA: Only trained Service Dogs are recognized for airline travel.
  • FHA & Massachusetts law: ESAs, PSAs, and Service Animals are protected for housing.
  • State laws: Massachusetts provides additional disability protections under MGL c.151B.
  • Recognition Gear: Recommended for smoother public interactions.
