General Ownership & Control

Leash & Muzzle Rules

  • USVI (St. Thomas, St. Croix, St. John) requires dogs to be leashed in public, per animal-control laws.
  • Dogs may not roam at large.
  • Muzzles are not required except for declared dangerous dogs.

Breed-Specific Rules

  • USVI has no breed bans.

Licensing & Microchipping

  • Dog licensing is required annually.
  • Rabies vaccination proof needed.
  • Microchipping recommended but not mandated.

Service Dogs & Assistance Animals

Legal Definitions

  • ADA rules apply.
  • Service dogs must be task-trained for disability assistance.

Public Access

  • Service dogs permitted in all public and housing facilities.

Certification/ID

  • Not required under ADA.
  • Your program requires visible ID card, certificate and gear.

Emotional Support Animals & PSA

  • ESAs and PSAs are only recognised when registered with an accredited organisation.
  • FHA housing rules apply.
  • ESAs travel under airline pet rules unless trained as PSDs.

Veterinary & Animal Welfare Standards

Vaccination

  • Rabies vaccination mandatory.
  • Core vaccines recommended.

Animal Welfare

  • Governed by USVI humane-treatment laws; cruelty/neglect prohibited.
