General Ownership & Control

Leash & Muzzle Rules

  • CNMI (Saipan, Tinian, Rota) does not have a single territory-wide leash law, but all municipalities require dogs to be restrained or leashed in public.
  • Dogs may not be allowed to roam at large, per CNMI Public Law 18-14 (Animal Control Act).
  • Muzzles are not required for ordinary dogs.
  • Dogs classified as dangerous may be:
    • Required to be muzzled in public
    • Confined
    • Registered with authorities

Breed-Specific Restrictions

  • CNMI has no territory-wide breed bans.
  • Villages and private housing may apply local restrictions.

Licensing & Microchipping

  • Dogs must be registered/licensed with the Department of Public Safety under animal-control regulations.
  • Proof of vaccination is required for licensing.
  • Microchipping is strongly recommended and required for airline travel but not mandatory for all pets.

Service Dogs & Assistance Animals

Legal Definitions

As a U.S. territory, ADA service-dog rules apply.
A service dog must be individually trained to perform tasks for a person with a disability, including:

  • Guide work
  • Hearing alerts
  • Mobility tasks
  • Psychiatric tasks

Public Access Rights

  • Service dogs may access restaurants, hotels, shops, public offices, transit, ferries, and housing.

Certification/ID

  • No ID or certification required under ADA.
  • For consistency with your program:
    • Carry Physical ID Card, Registration Certificate, and visible Recognition Gear (vest/bandana/harness).

Emotional Support Animals (ESA) & PSA

  • ESAs and PSAs are only recognised in CNMI when registered with an accredited organisation.
  • Registered ESAs/PSAs are protected under FHA housing rules.
  • Travel rights follow airline policies.

Veterinary & Animal Welfare Standards

Vaccinations

  • Rabies vaccination is required for all dogs entering CNMI and encouraged for local dogs.
  • Core vaccines (parvo, distemper, adenovirus) strongly recommended.

Spay/Neuter

  • Not mandated but heavily promoted due to stray-dog issues.

Animal Welfare

  • CNMI Public Law 18-14 prohibits cruelty, neglect, and animal fighting.
  • Dogs must be confined under owner control.
