General Ownership & Control

Leash & Muzzle Rules

  • South Carolina has no statewide leash law, but nearly all counties and cities enforce local leash requirements.
    • Charleston, Columbia, Greenville, and Myrtle Beach all require dogs to be leashed in public areas (typically 6 ft or shorter).
  • State law (SC Code §47-3-50) prohibits dogs from “roaming at large.”
  • Muzzles are not required for standard pets.
  • Dogs declared “dangerous” under SC Code §47-3-710–760 must be:
    • Muzzled in public
    • Leashed and under physical control
    • Confined in a secure enclosure on private property

Breed-Specific Bans/Restrictions

  • South Carolina has no statewide breed bans, but some municipalities enforce local restrictions on pit bull-type breeds (e.g., additional insurance or special containment).
  • No statewide prohibition on breed-specific laws.

Licensing & Microchipping

  • Dog licensing is handled locally. Most counties require licensing for dogs 6 months and older, with proof of current rabies vaccination.
  • Microchipping is not required statewide but is strongly recommended, and mandatory for shelter adoptions in many counties.

Service Dogs & Assistance Animals

Legal Definitions

Under the ADA and South Carolina Human Affairs Law (SC Code §45-9-10), a service dog is a dog individually trained to perform tasks for someone with a disability.
Examples include:

  • Guide dogs
  • Hearing dogs
  • Mobility support dogs
  • Psychiatric service dogs trained for tasks such as calming, alerts, or retrieving medication

Public Access Rights

  • Service dogs may accompany their handler into restaurants, hotels, retail stores, transportation, workplaces, and housing under ADA and SC Code §43-33-20.
  • Denial of access is a violation of state civil rights law.

Certification/ID Requirements

  • No certification or registration is required.
  • Staff may only ask the two ADA-compliant questions.
  • Misrepresenting a pet as a service dog is unlawful under SC Code §47-3-950, punishable by fines.

Emotional Support Animals (ESA) & Psychiatric Service Animals (PSA)

Legal Recognition

Emotional Support Animals and Psychiatric Service Animals are only recognised in South Carolina when registered with an accredited organisation that verifies their purpose and documentation.

Housing Rights

  • Registered ESAs/PSAs are protected under the Fair Housing Act (FHA) and SC Human Affairs Law, requiring landlords to make reasonable accommodations even in no-pet housing.

Travel Rights

  • Airlines: Only psychiatric service dogs (trained and registered) qualify for DOT service-animal rules.
  • ESAs are treated as pets for flights but may still fly in-cabin under some airline policies.
  • Public transit: Service dogs always allowed; ESAs/PSAs accepted case-by-case if calm and leashed.

Veterinary & Animal Welfare Standards

Vaccination Schedules

  • Rabies vaccination required for all dogs ≥4 months old under SC Code §47-5-60.
  • Proof of vaccination is required for licensing.
  • Recommended additional vaccines: DHPP (distemper, adenovirus, parvo, parainfluenza).

Neutering/Spaying Regulations

  • Not required statewide.
  • County shelters generally require sterilization before adoption.

Animal Welfare Acts

Under SC Code §47-1-10–200, owners must:

  • Provide adequate food, water, shelter, and vet care
  • Protect dogs from cruelty and extreme weather
  • Avoid leaving dogs in hot or cold vehicles

Cruelty violations may lead to fines, criminal charges, and removal of the animal.
