General Ownership & Control

Leash & Muzzle Rules

  • Rhode Island requires dogs to be restrained or leashed under the state’s Dog Restraint Law (RIGL §4-13-1):
    • Dogs may not roam at large.
    • Municipalities like Providence, Warwick, and Cranston require dogs to be leashed (typically 6 ft or less) in all public areas.
  • Muzzles are not required for ordinary dogs.
  • Dogs officially designated as “vicious” under RIGL §4-13.1-11 must be:
    • Muzzled in public
    • Leashed and controlled
    • Confined securely on private property

Breed-Specific Bans/Restrictions

  • Rhode Island has no statewide breed bans, and state law discourages breed-specific legislation.
  • Some private housing associations may have breed restrictions, but public municipalities do not ban specific breeds.

Licensing & Microchipping

  • All dogs over 6 months old must be licensed yearly under RIGL §4-13-4.
  • Rabies vaccination proof is required for licensing.
  • Microchipping is not required statewide but is mandatory at shelters before adoption.

Service Dogs & Assistance Animals

Legal Definitions

Under the ADA and Rhode Island Human Rights Act (RIGL §42-87-1), a service dog is a dog individually trained to perform tasks for a person with a disability, such as:

  • Guiding the visually impaired
  • Alerting individuals who are deaf or hard of hearing
  • Mobility assistance
  • Psychiatric task support (alerts, grounding, interruption)

Public Access Rights

  • Service dogs are granted full access to restaurants, public transit, workplaces, hotels, stores, and housing, under RIGL §40-9.1-1.
  • Refusal of service is legally considered discrimination.

Certification/ID Requirements

  • Rhode Island does not require certified ID or registration for service dogs.
  • Businesses may only ask the two ADA-compliant questions.
  • Misrepresenting a pet as a service dog is a violation under RIGL §4-13.1-16, subject to fines.

Emotional Support Animals (ESA) & Psychiatric Service Animals (PSA)

Legal Recognition

Emotional Support Animals and PSAs are only recognised in Rhode Island when registered with an accredited organisation that verifies their purpose and documentation.

Housing Rights

  • Registered ESAs/PSAs are protected under the Fair Housing Act (FHA) and RIGL §34-37-4.
  • Landlords must provide reasonable accommodation** in no-pet housing when valid documentation/registration is provided.

Travel Rights

  • Airlines: Only registered psychiatric service dogs qualify for in-cabin travel under DOT rules.
  • ESAs are treated as pets for air travel.
  • Public transit: Service dogs are always allowed; ESAs/PSAs may be accepted if calm, leashed, and properly registered.

Veterinary & Animal Welfare Standards

Vaccination Schedules

  • Rabies vaccination is required for all dogs ≥3 months old (RIGL §4-13-31).
  • Owners must keep vaccination certificates available for inspection.
  • Recommended additional vaccines: DHPP (distemper, parvo, adenovirus, parainfluenza).

Neutering/Spaying Regulations

  • Not required statewide, but shelters must sterilize dogs before adoption (RIGL §4-19-2).

Animal Welfare Acts

Under RIGL §4-1-1—4-1-41, it is unlawful to:

  • Fail to provide adequate food, water, shelter, and vet care
  • Leave dogs exposed to extreme heat/cold
  • Tether dogs excessively or cruelly

Violations can result in fines, criminal charges, and removal of the animal.
