Leash & Muzzle Rules

  • Under Puerto Rico’s Ley 154 (Animal Welfare Act), dogs must be restrained and under owner control.
  • Municipalities (San Juan, Ponce, Bayamón, Carolina) generally require leashes in public.
  • Muzzles are not required except for dangerous dogs.

Breed-Specific Rules

  • Puerto Rico has no breed bans.
  • Dangerous-dog regulations apply based on behavior, not breed.

Licensing & Microchipping

  • Dog licensing varies by municipality.
  • Microchipping is strongly recommended and required for most adoptions.

Service Dogs & Assistance Animals

Legal Definitions

  • ADA service-dog laws apply.
  • A task-trained dog assisting with mobility, psychiatric tasks, hearing, vision, or medical alerts is a service animal.

Public Access

  • Service dogs must be admitted to all public places and housing providers.

Certification

  • No certification legally required, but carriers/housing may request supporting evidence.
  • For your program: ID card, certificate, and recognition gear required.

Emotional Support Animals & PSA

  • ESAs and PSAs are recognised when registered with an accredited organisation.
  • FHA housing rules apply.
  • Airlines treat ESAs as pets unless classified as PSDs (psychiatric service dogs).

Veterinary Standards

Vaccinations

  • Rabies vaccination mandatory.
  • Core vaccines recommended.

Spay/Neuter

  • Not required by law but widely encouraged.

Animal Welfare

  • Protected by Law 154, one of the strongest animal-welfare laws in U.S. jurisdictions.
