Leash & Muzzle Rules

North Macedonia requires dogs to be kept on a leash at all times in public spaces, including streets, markets, residential areas, parks, and busy pedestrian zones. Major cities such as Skopje, Bitola, Ohrid, and Tetovo actively enforce leash regulations.

Muzzles are required in specific cases:

  • Aggressive or reactive dogs
  • Large or powerful breeds in crowded areas
  • Public transportation (when dogs are permitted)
  • Dogs that have previously been involved in biting incidents

Some municipalities provide designated off-leash areas, but the dog must remain under full control.

Breed-Specific Bans / Restrictions

North Macedonia has no national breed-specific bans. All breeds, including pit bulls, rottweilers, mastiffs, and shepherd breeds, are legal.

Restrictions apply only on the basis of behavior. A dog deemed dangerous may be subject to additional rules, including mandatory muzzling or special permits.

Licensing & Microchipping

Microchipping is mandatory for all dogs and must be registered with the Macedonian Veterinary Agency database. Owners are legally required to keep registration details updated.

Additional obligations for dog owners include:

  • Rabies vaccination
  • Annual municipal registration (varies by city)
  • Regular veterinary check-ups

Failure to comply with microchipping or vaccination rules may result in fines.

Service Dogs & Assistance Animals

Legal Definitions

North Macedonia recognizes disability-assistance dogs, including guide dogs, mobility assistance dogs, hearing dogs, seizure-alert dogs, diabetes-alert dogs, and psychiatric service dogs (PSDs). Each must be trained to perform specific tasks.

Public Access Rights

Service dogs are permitted in all public-access areas, such as:

  • Shops and supermarkets
  • Restaurants and cafes
  • Hotels and tourist facilities
  • Hospitals and healthcare centers
  • Public transportation
  • Government and municipal buildings

Businesses must allow access to properly trained service dogs.

Certification / ID Requirements

Handlers are strongly encouraged to carry documentation, including:

  • Physical ID Card (handler + animal)
  • Training/Registration Certificate
  • Visible Recognition Gear (service vest or harness)
  • Prescription Letter (ESA, PSA, or service animal letter from a licensed professional)

Emotional Support Animals (ESA) & Psychiatric Service Animals (PSA)

Legal Recognition

In North Macedonia, ESAs and PSAs are only recognized when registered with an accredited organization. Without registration, ESAs do not have public-access rights and are treated as pets.

Housing Rights

Registered ESAs/PSAs may receive accommodations in pet-restricted housing depending on landlord policy. Fully trained service dogs must always be accepted.

Travel Rights

  • Airlines serving North Macedonia accept certified service dogs with proper documentation.
  • PSAs may qualify as service dogs when accredited and task-trained.
  • ESAs follow normal pet transport rules unless recognized by a specific airline.
  • Public transport accepts service dogs; ESAs/PSAs depend on operator rules.

Veterinary & Animal Welfare Standards

Vaccination Schedules

Rabies vaccination is mandatory for all dogs. Core vaccines such as distemper, parvovirus, adenovirus, and leptospirosis are widely recommended by veterinarians.

Neutering / Spaying Regulations

Neutering is not required but is strongly recommended due to stray dog concerns in urban areas. Spay/neuter campaigns are often run by local municipalities and NGOs.

Animal Welfare Acts

North Macedonia enforces animal welfare laws requiring proper food, water, shelter, veterinary care, exercise, and humane handling. Abuse, abandonment, or cruelty is punishable by fines or criminal charges.

The Food and Veterinary Agency (FVA) oversees welfare compliance.
