Leash & Muzzle Rules
Luxembourg enforces strict leash-control regulations. Dogs must be kept on a leash in all public spaces, including streets, markets, parks, public pathways, residential zones, and shared green areas.
Off-leash is permitted only in designated dog parks or controlled open areas, and the dog must remain under full voice control.
Muzzle rules apply in certain situations:
- Dogs with a history of aggression
- Dogs classified as dangerous by municipal authorities
- Large dogs on public transport (depending on operator policy)
Local municipalities may impose additional restrictions in high-traffic areas or wildlife reserves.
Breed-Specific Bans / Restrictions
Luxembourg has no breed-specific bans. All breeds — including pit bull types, rottweilers, mastiffs, and shepherd breeds — are legal.
A dog may be classified as dangerous due to its behavior. In such cases, authorities may require behavioral assessments, mandatory muzzling, shorter leashes, or special handling permits.
Licensing & Microchipping
Microchipping is mandatory for all dogs in Luxembourg. The chip must be registered with the national pet identification system (ALDIC), and owners must keep information updated.
Dog owners must also comply with:
- Mandatory rabies vaccination
- Municipal dog tax (varies by city)
- Carrying waste bags and cleaning up after their dog
Failure to register or vaccinate may result in fines.
Service Dogs & Assistance Animals
Legal Definitions
Luxembourg recognizes service dogs trained to assist individuals with disabilities, including guide dogs, hearing dogs, mobility assistance dogs, seizure-alert dogs, diabetes-alert dogs, and psychiatric service dogs (PSDs). They must be trained to perform specific disability-related tasks.
Public Access Rights
Service dogs have full public-access rights and may enter:
- Restaurants and cafes
- Shops and supermarkets
- Public transportation
- Hotels and tourist areas
- Hospitals and healthcare facilities
- Government and municipal buildings
Businesses cannot legally refuse a trained service dog.
Certification / ID Requirements
Service dogs should carry documentation proving their status. To avoid issues, handlers should carry:
- Physical ID Card (handler + animal)
- Training/Registration Certificate
- Visible Recognition Gear (vest or harness)
- Prescription Letter (ESA, PSA, or Service Animal letter from a licensed professional)
Emotional Support Animals (ESA) & Psychiatric Service Animals (PSA)
Legal Recognition
ESAs and PSAs in Luxembourg are only recognized when registered with an accredited organization. Without registration, ESAs do not receive special access rights and are treated as pets.
Housing Rights
Registered ESAs/PSAs may be permitted in no-pet housing depending on the landlord’s policies and documentation. Fully trained service dogs must always be accepted under disability protections.
Travel Rights
- European airlines serving Luxembourg accept service dogs with proper certification.
- PSAs may travel as service dogs when accredited and task-trained.
- ESAs follow standard pet travel rules unless a carrier recognizes them.
- Public transport in Luxembourg accepts service dogs; ESAs/PSAs depend on operator policy.
Veterinary & Animal Welfare Standards
Vaccination Schedules
Rabies vaccination is mandatory for all dogs. Core vaccines—distemper, parvovirus, adenovirus, and leptospirosis—are strongly recommended and widely practised.
Neutering / Spaying Regulations
Neutering is not mandatory but is recommended for responsible ownership and to reduce unwanted litters.
Animal Welfare Acts
Luxembourg enforces strict animal welfare regulations requiring owners to provide proper shelter, nutritional care, water, exercise, enrichment, and veterinary treatment. Abuse, neglect, abandonment, or cruelty is punishable by law.
The Luxembourg Veterinary and Food Administration (ALVA) oversees animal welfare enforcement.
