Leash & Muzzle Rules

  • Illinois state law (510 ILCS 5/9) requires all dogs to be under the control of their owner and restrained by a leash when off their owner’s property.
  • Most municipalities — including Chicago, Springfield, and Rockford — enforce strict leash laws: dogs must be leashed (no longer than 6 feet) in all public areas.
  • Muzzles are not required unless a dog has been classified as “dangerous” or “vicious” under the Illinois Animal Control Act (510 ILCS 5/15).
  • Dogs declared dangerous must be muzzled and securely restrained when in public.

Breed-Specific Bans/Restrictions

  • Illinois has no statewide breed bans.
  • However, local governments may enforce breed-specific ordinances.
    • For example, some towns require special insurance or containment for pit bull-type breeds.
  • Chicago does not ban breeds but enforces dangerous dog regulations based on behavior, not breed.

Licensing & Microchipping

  • All dogs 4 months and older must be licensed annually and vaccinated for rabies (510 ILCS 5/8).
  • Proof of current rabies vaccination is required to obtain a license.
  • Microchipping is not mandatory statewide but is required for all dogs adopted from shelters and rescues.

Service Dogs & Assistance Animals

Legal Definitions

Under Illinois law (775 ILCS 30/3) and the Americans with Disabilities Act (ADA), a service animal is a dog trained to perform tasks for a person with a disability.
This includes:

  • Guide dogs for people who are blind or visually impaired.
  • Hearing dogs for those who are deaf or hard of hearing.
  • Mobility and psychiatric service dogs trained for specific medical or mental health tasks.

Public Access Rights

  • Service dogs have full access rights to all public spaces, including restaurants, stores, transportation, and housing (775 ILCS 30/4).
  • Refusing entry to a service dog is considered discrimination under Illinois law.

Certification/ID Requirements

  • Illinois does not require certification or registration for service dogs.
  • Handlers may be asked only the two ADA-approved questions.
  • Falsely representing a pet as a service dog is a Class C misdemeanor, punishable by fines up to $1,000 (510 ILCS 70/7.15).

Emotional Support Animals (ESA) & Psychiatric Service Animals (PSA)

Legal Recognition

Emotional Support Animals (ESAs) and Psychiatric Service Animals (PSAs) are only recognised in Illinois when registered with an accredited organisation that verifies their role and necessity.

Housing Rights

  • Under the Fair Housing Act (FHA) and Illinois Human Rights Act, landlords must make reasonable accommodations for registered ESAs and PSAs, even in “no-pet” housing.
  • Proper documentation or registration from an accredited organisation is required.

Travel Rights

  • Airlines: Only psychiatric service dogs (registered and trained) are recognised for in-cabin travel under DOT rules.
  • ESAs are treated as pets for air travel but may still fly in-cabin depending on airline policy.
  • Public Transport: Registered ESAs/PSAs may be accepted at the operator’s discretion if leashed, non-aggressive, and properly identified.

Veterinary & Animal Welfare Standards

Vaccination Schedules

  • Rabies vaccination is mandatory for all dogs 4 months and older and must be administered by a licensed veterinarian.
  • A rabies tag and certificate are issued and required by law (510 ILCS 5/8).
  • Core vaccines (distemper, parvovirus, adenovirus, parainfluenza) are recommended.

Neutering/Spaying Regulations

  • Spaying and neutering are not mandatory statewide, but required by shelters before adoption.

Animal Welfare Acts

Illinois has some of the strongest animal protection laws in the U.S. under 510 ILCS 70 (Humane Care for Animals Act).
Owners must:

  • Provide food, water, shelter, and veterinary care.
  • Prevent neglect, cruelty, and abandonment.
  • Avoid confining animals in extreme heat or cold.

Violations may result in criminal charges, fines, or animal seizure.
