Leash & Muzzle Rules

  • Colorado does not have a statewide leash law, but almost all counties and municipalities enforce local leash requirements.
    • Denver, Boulder, Colorado Springs, and Fort Collins require dogs to be on a leash in all public spaces, including parks, trails, and sidewalks.
    • Off-leash areas or “dog parks” are clearly marked and may require registration or permits.
  • There are no statewide muzzle laws, but dogs designated as “dangerous” or “potentially dangerous” must wear a muzzle when in public under court or municipal order.

Breed-Specific Bans/Restrictions

  • Colorado allows local governments to regulate dog breeds.
    • Denver, Aurora, and Commerce City previously banned pit bull-type breeds, but Denver’s long-standing ban was lifted in 2021, now requiring a breed-restricted permit instead.
    • Other municipalities may still have local ordinances restricting or requiring permits for certain breeds.
  • Owners are responsible for checking local regulations before bringing or adopting restricted breeds.

Licensing & Microchipping

  • All dogs over 6 months old must be licensed in most Colorado cities and counties.
  • A current rabies vaccination is required to obtain a license.
  • Microchipping is not mandatory statewide, but is strongly recommended and often required for shelter adoptions.

Service Dogs & Assistance Animals

Legal Definitions

Under the Colorado Revised Statutes (C.R.S. §24-34-803) and the Americans with Disabilities Act (ADA), a service animal is a dog trained to perform tasks for an individual with a disability.
This includes:

  • Guide dogs for people with visual impairments.
  • Hearing dogs for those with hearing loss.
  • Mobility and psychiatric service dogs for physical or emotional disabilities.

Public Access Rights

  • Service dogs have full access rights to public facilities, including restaurants, hotels, transportation, housing, and parks.
  • Denying access to a service dog is illegal under state and federal law.

Certification/ID Requirements

  • Colorado does not require or issue state service dog certifications.
  • Handlers are not required to show documentation.
  • Misrepresenting a pet as a service animal is punishable by a fine of up to $500 under C.R.S. §18-13-107.7.

Emotional Support Animals (ESA) & Psychiatric Service Animals (PSA)

Legal Recognition

Emotional Support Animals (ESAs) and Psychiatric Service Animals (PSAs) are only recognised in Colorado when registered with an accredited organisation that verifies their purpose and training.

Housing Rights

  • Registered ESAs and PSAs are protected under the Fair Housing Act (FHA) and Colorado Fair Housing laws.
  • Landlords must make reasonable accommodations for registered ESAs and PSAs, even in properties with “no-pet” policies.

Travel Rights

  • Airlines: Only psychiatric service dogs registered through accredited organisations qualify for in-cabin travel under federal DOT regulations.
  • ESAs are considered pets by airlines, though some carriers may offer in-cabin travel options for small pets.
  • Buses/Trains/Ferries: Registered ESAs and PSAs may be accepted at the operator’s discretion if properly leashed and controlled.

Veterinary & Animal Welfare Standards

Vaccination Schedules

  • All dogs over 4 months old must be vaccinated against rabies (C.R.S. §25-4-607).
  • Additional vaccines (distemper, parvovirus, leptospirosis, and adenovirus) are recommended by veterinarians statewide.

Neutering/Spaying Regulations

  • Spaying or neutering is not required statewide, but Denver, Boulder, and many shelters require sterilization before adoption.

Animal Welfare Acts

Under Colorado Revised Statutes Title 18, Article 9 (Animal Protection Laws), owners must:

  • Provide sufficient food, water, shelter, and veterinary care.
  • Avoid neglect, abandonment, or cruelty.
  • Protect animals from extreme weather conditions
