Kentucky’s Laws & Regulations for Assistance Animals are as follows:
Acceptance
Always carry your Physical ID Card and visible Recognition Gear. In Kentucky—especially in rural counties—having a Prescription Letter, Registration Certificate, and Behavior Certificate makes verification smoother.
Housing
Kentucky housing providers follow the federal Fair Housing Act (FHA), requiring reasonable accommodations for assistance animals including ESAs, PSAs, and Service Animals with valid documentation. Kentucky does not enforce additional ESA-specific housing laws, so FHA guidelines apply throughout the state.
Air Travel
Kentucky follows the Air Carrier Access Act (ACAA). Only trained service dogs qualify as Service Animals on flights. ESAs must travel according to airline pet rules. DOT forms may be required at Louisville (SDF), Lexington (LEX), and regional airports.

Public Access
Kentucky public access laws follow the Americans with Disabilities Act (ADA), supported by Kentucky Revised Statutes (KRS) § 258.500. Only trained Service Dogs (including psychiatric service dogs) must be allowed in restaurants, stores, public transportation, schools, medical facilities, and government buildings. ESAs do not have public-access rights under ADA or Kentucky law.
