Guam’s Laws & Regulations for Assistance Animals are as follows:

Acceptance

Emotional Support Animals (ESA):Accepted with Conditions

Psychiatric Support Animals (PSA):Accepted Nationwide

Service Animals:Accepted Nationwide

Tip:Guam is a rabies-controlled territory. Always carry your Physical ID Card, visible Recognition Gear, and your Registration & Behavior Certificates. Entry inspections are strict, especially at Antonio B. Won Pat International Airport (GUM).

Housing

Guam follows the federal Fair Housing Act (FHA), which protects ESAs, PSAs, and Service Animals when proper documentation is supplied. Property managers may request additional health/vaccination records due to territorial biosecurity regulations.

Air Travel

Guam enforces the Air Carrier Access Act (ACAA). Only trained service dogs qualify as Service Animals for flights. ESAs follow airline pet rules. Arrivals into Guam may require enhanced airline verification and pre-clearance of veterinary documents.

Tip:Our registry is approved by all airlines. Your Physical ID Card, Registration Certificate, and Recognition Gear ensure smooth ACAA verification at Guam airport checkpoints.

Public Access

Guam follows the Americans with Disabilities Act (ADA). Only trained Service Dogs — including psychiatric service dogs — must be allowed in stores, hotels, restaurants, public transportation, parks, medical facilities, and government buildings. ESAs do NOT have public-access rights.

Additional Notes

  • Rabies control: Guam requires proof of vaccination and may require quarantine exceptions.
  • ADA: Only task-trained dogs qualify as Service Animals.
  • ACAA: Only trained Service Dogs qualify as Service Animals for air travel.
  • FHA: ESAs, PSAs, and Service Animals must be accommodated in housing.
  • Recognition Gear: Highly recommended for faster processing at ports of entry.
