Georgia’s Laws & Regulations for Assistance Animals are as follows:

Acceptance

Emotional Support Animals (ESA):Accepted with Conditions

Psychiatric Support Animals (PSA):Accepted Nationwide

Service Animals:Accepted Nationwide

Tip:Always carry your Physical ID Card and visible Recognition Gear. A Prescription Letter, Registration Certificate, and Behavior Certificate will greatly speed up recognition throughout Georgia’s airports, housing markets, public transportation, and businesses.

Housing

Georgia housing providers follow the federal Fair Housing Act (FHA), requiring reasonable accommodation for assistance animals, including ESAs, PSAs, and Service Animals. Valid documentation may be requested when the need is not obvious. Georgia does not add state-specific ESA laws, so federal FHA guidelines primarily govern housing rights.

Air Travel

All flights to or from Georgia follow the Air Carrier Access Act (ACAA). Only trained service dogs qualify as Service Animals for air travel. ESAs and comfort animals are transported under the airline’s pet policy. DOT Service Animal paperwork may be requested at Hartsfield–Jackson Atlanta (ATL), Savannah/Hilton Head (SAV), Augusta (AGS), and other airports.

Public Access

Georgia public access follows the Americans with Disabilities Act (ADA) as well as Georgia Code § 30-4-2. Only trained Service Dogs (including psychiatric service dogs) must be admitted to restaurants, hotels, stores, transportation, government buildings, schools, and medical facilities. ESAs do not have public-access rights under ADA or Georgia law.

Additional Notes

  • ADA (public access): Only task-trained dogs qualify as Service Animals; ESAs are not eligible.
  • ACAA (air travel): Airlines must accept trained Service Dogs; ESAs travel under pet rules.
  • FHA (housing): ESAs, PSAs, and Service Animals all qualify for accommodations with proper documentation.
  • Georgia Code: State law reinforces ADA protections and allows penalties for misrepresenting a pet as a Service Animal.
  • Recognition Gear: Strongly helpful for smoother interactions across Georgia’s busy metropolitan areas.
