Arizona’s Laws & Regulations for Assistance Animals are as follows:

Acceptance

Emotional Support Animals (ESA):Accepted with Conditions

Psychiatric Support Animals (PSA):Accepted Nationwide

Service Animals:Accepted Nationwide

Tip:Always carry your Physical ID Card and visible Recognition Gear. A Prescription Letter, Registration Certificate, and Behavior Certificate will greatly facilitate acceptance in housing, travel, and public settings throughout Arizona.

Housing

Arizona housing providers must follow the federal Fair Housing Act (FHA), which requires reasonable accommodation for assistance animals—including ESAs, PSAs, and Service Animals—when supported by valid documentation. Arizona does not impose additional state-level rules for ESAs, so federal FHA guidance governs most situations.

Air Travel

All flights to or from Arizona operate under the Air Carrier Access Act (ACAA). Only trained service dogs qualify as Service Animals for airline travel. ESAs and other animals are transported under the airline’s pet policy. Documentation and DOT forms may be required for service dogs, particularly at Phoenix Sky Harbor or Tucson International Airport.

Public Access

Under the Americans with Disabilities Act (ADA) and Arizona state law (A.R.S. § 11-1024), only trained Service Dogs (including psychiatric service dogs) have guaranteed public access rights. They may accompany their handlers in all public accommodations, including restaurants, stores, hotels, medical facilities, transportation systems, and government buildings. ESAs do not have public-access rights under ADA or Arizona law.

Additional Notes

ADA (public access): Only dogs trained to perform disability-related tasks qualify as Service Animals. ESAs providing comfort only are not considered Service Animals.
ACAA (air travel): Airlines must accept trained Service Dogs for in-cabin travel; ESAs are transported as pets.
FHA (housing): Assistance animals—including ESAs—may be permitted in housing with proper documentation.
Arizona law: Misrepresenting a pet as a Service Animal is prohibited and subject to penalties under state law.
Recognition Gear: Strongly recommended for smoother interactions at venues and transportation hubs.
