Mexico: Laws & Regulations

🇲🇽 Mexico’s Laws & Regulations for Assistance Animals are as follows:

Acceptance

Emotional Support Animals (ESA):Accepted with Conditions

Psychiatric Support Animals (PSA):Accepted Nationwide

Service Animals:Accepted Nationwide

Tip:Always carry your Physical ID Card, Recognition Gear, Registration Certificate, and Behavior Certificate. Clear identification helps ensure smooth acceptance throughout Mexico.

Housing

Mexico does not have a single unified national housing statute for assistance animals. Acceptance is governed by federal disability law, state regulations, and landlord discretion. Service Animals and PSAs are generally accepted with documentation. ESAs are accepted with conditions and typically require a prescription letter.

Air Travel

Mexico follows civil aviation and consumer protection rules enforced by national authorities. Airlines operating within and to Mexico recognize Service Animals and PSAs with proper documentation and advance notice. ESAs are accepted with conditions depending on airline policy and route.

Tip:Our registry is approved by all airlines — carrying your ID card, registration certificate, and recognition gear helps streamline airline pre-approval at Mexican airports.

Public Access

Mexico has strong public-access protections under federal disability legislation. Service Animals and PSAs are permitted in public transportation, airports, hotels, restaurants, shops, government buildings, and healthcare facilities when properly identified. ESAs may be accepted with documentation but do not have guaranteed public-access rights.

Additional Notes

  • Service Animals & PSAs: recognized under Mexico’s disability-access framework.
  • ESAs: accepted with conditions depending on venue and provider.
  • Mexico requires microchip, rabies vaccination, and veterinary health certificate for entry.
  • Recognition Gear helps prevent access disputes, especially in tourist areas.
