π―π΅ Japan’s Laws & Regulations for Assistance Animals are as follows:
Acceptance
Housing
Japan does not maintain a unified national housing mandate for assistance animals. Acceptance depends on landlord policies and building regulations. Service Animals and PSAs are generally accepted with documentation. ESAs are accepted with conditions and often require a prescription letter and advance approval.
Air Travel
Japan enforces strict aviation and animal import regulations. Airlines serving Japan recognize Service Animals and PSAs when advance airline notification, documentation, and government import requirements are met. ESAs are accepted with conditions and may face additional airline and quarantine restrictions.
Public Access
Japan provides nationwide public-access protections under disability law. Service Animals and PSAs are permitted in trains, subways, buses, taxis, shops, restaurants, hotels, government buildings, and medical facilities when properly identified. ESAs may be accepted with documentation but do not have guaranteed access rights.
