General Ownership & Control
Leash & Muzzle Rules
In Albania, while there is no highly uniform national leash law, most municipalities require dogs to be under control or leashed in public areas. Owners are expected not to allow their dogs to roam freely. Muzzles are not generally required for ordinary dogs. Dogs classified as dangerous may be subject to additional restrictions, including wearing a muzzle in public and being confined or registered.
Breed-Specific Bans / Restrictions
Albania currently has no nationwide breed-specific bans. All breeds including pit bulls, rottweilers or mastiffs are legal for ownership. Private housing or landlord rules may apply additional restrictions.
Licensing & Microchipping
Some municipalities require dog licensing and proof of vaccination; microchipping is strongly recommended for tracking and control although not yet enforced uniformly nationwide. Owners should ensure their dog wears a visible identification tag and is registered where local authorities ask.
Service Dogs & Assistance Animals
Legal Definitions
A service dog in Albania may be recognised under international and EU-adjacent standards: a dog individually trained to perform tasks for a person with a disability, including visual or hearing assistance, mobility support or psychiatric task work.
Public Access Rights
Service dogs should be permitted into restaurants, shops, hotels, public transport, workplaces, public buildings and housing. Handlers must keep control of their animals at all times. Businesses may request evidence in line with international norms.
Certification / ID Requirements
There is no mandatory official state registration for service dogs in Albania. It is strongly advised to carry a physical ID card, handler registration certificate and visible recognition gear (e.g., vest or harness) to avoid access issues.
Emotional Support Animals (ESA) & Psychiatric Service Animals (PSA)
Legal Recognition
Emotional Support Animals (ESAs) and Psychiatric Service Animals (PSAs) in Albania are only recognised when registered with an accredited organisation that verifies their purpose and documentation.
Housing Rights
In housing contexts, registered ESAs/PSAs should be treated as assistance animals and may be admitted into no-pet properties at landlord discretion. Service dogs receive the highest level of accommodation.
Travel Rights
- Airlines generally require advance notice, proper documentation and visible recognition gear for assistance animals.
- PSAs are accepted under many airline policies when documented as service-task animals; ESAs are treated as pets unless registered with the relevant organisation.
- Ferries, trains and public transport within Albania may allow service dogs; acceptance of ESAs/PSAs depends on operator policies.
Veterinary & Animal Welfare Standards
Vaccination Schedules
Albania maintains regulations for rabies vaccination of dogs and cats and requires veterinary health records. Owners should keep proof of recent vaccinations, including core vaccines, especially if travelling. [Regulation No. 431 “On the Fight Against Rabies in Animals”, 11 Sept 2006]
Neutering / Spaying Regulations
While spay/neuter is not universally mandatory for all dogs, many shelters and municipalities strongly encourage sterilisation to reduce stray-dog population. Owners are recommended to sterilise pets.
Animal Welfare Acts
Under Albanian law (Law No.10465 “On Veterinary Service in the Republic of Albania”, 29 Sept 2011) and related animal-welfare regulations, owners must provide adequate food, water, shelter, and veterinary care; avoid cruelty or neglect; and prevent animals from becoming a public nuisance.
