Entering from Outside of Europe (International Entry)
Required Documentation & Gear (must bring)
- ISO-Compliant Microchip (must match all documents)
- Rabies Vaccination Certificate
- Puppy must be 12+ weeks old at the time of vaccination
- High-risk countries: Rabies Titer required
- Low-risk countries (Canada, Western Europe, etc.): Titer not required
- Veterinary Health Certificate (vet letter confirming no known diseases)
Preferred Documentation (greatly facilitates acceptance and pre-clearance)
- Physical ID Card (animal + handler)
- Recognition Gear (Service Animal vest, bandana, or harness)
- Prescription Letter (ESA, PSA, or Service Animal letter from a licensed professional)
Important Notes
- A physical ID Card, Registration Certificate, and visible Recognition Gear speed up the processing.
- No airport restrictions: Dogs may enter Romania through any international airport once airline and import rules are satisfied.
- Assistance Animals follow the same import rules as pets.
Deworming / Tapeworm Treatment Rules
Romania does not require tapeworm treatment for incoming dogs.
Routine deworming is strongly encouraged, particularly for dogs visiting rural, forested, or mountain regions where parasites are more common.
Restricted Breeds at Entry
Romania has restrictions for certain powerful breeds. These breeds may enter but must follow strict handling rules:
- American Pit Bull Terrier
- Boerboel
- Bandog-type dogs
Dogs classified in restricted categories must be on a short leash and may require a muzzle in public.
Public Transport & Transit Rules
Service Dogs are fully permitted on public transportation in Romania, including trains, metros, buses, and trams.
Pets may require a ticket, leash, muzzle, or carrier depending on the operator, but Service Dogs travel without restrictions or fees.
