West Virginia’s rural towns and mountainous regions may be less familiar with ESA/PSA rules. Always carry your
Physical ID Card, wear visible Recognition Gear, and bring your
Registration & Behavior Certificates to avoid confusion during local enforcement checks.
Housing
West Virginia landlords must comply with the federal Fair Housing Act (FHA), which requires housing accommodations for ESAs, PSAs, and Service Animals when proper documentation is provided. West Virginia Human Rights Act provisions reinforce protections for individuals with disabilities in rental housing.
Air Travel
West Virginia follows the Air Carrier Access Act (ACAA). Only trained service dogs may fly as Service Animals. ESAs must follow airline pet rules. DOT forms may be required at Charleston (CRW), Huntington (HTS), and regional airports.

Public Access
West Virginia follows the Americans with Disabilities Act (ADA) and state law under W. Va. Code § 5-15-4.
Only trained Service Dogs—including psychiatric service dogs—must be allowed in hotels, restaurants, medical offices, transit, stores, schools, and government buildings. ESAs do NOT have public-access rights.
