Washington’s Laws & Regulations for Assistance Animals are as follows:
Acceptance
Washington has strict enforcement of animal laws, especially in Seattle, King County, ferry ports, and national parks. Always carry your Physical ID Card, wear visible Recognition Gear, and keep your Registration & Behavior Certificates for fast verification.
Housing
Washington landlords must comply with the federal Fair Housing Act (FHA), requiring accommodations for ESAs, PSAs, and Service Animals when proper documentation is provided. The Washington Law Against Discrimination (WLAD) also prohibits disability-based housing discrimination.
Air Travel
Washington follows the Air Carrier Access Act (ACAA). Only trained service dogs are recognized as Service Animals by airlines. ESAs must follow pet rules. DOT forms may be required at Seattle–Tacoma (SEA), Spokane (GEG), Bellingham (BLI), and other regional airports.

Public Access
Washington follows the Americans with Disabilities Act (ADA) and state law under RCW 49.60.218. Only trained Service Dogs—including psychiatric service dogs—must be allowed in restaurants, ferries, hotels, stores, transit, medical offices, and government buildings. ESAs do NOT have public-access rights.

Applicable Laws
