Oklahoma’s Laws & Regulations for Assistance Animals are as follows:

Acceptance

Emotional Support Animals (ESA):Accepted with Conditions

Psychiatric Support Animals (PSA):Accepted Nationwide

Service Animals:Accepted Nationwide

Tip:Always carry your Physical ID Card and visible Recognition Gear. In Oklahoma—especially in rural counties and tribal jurisdictions—having a Prescription Letter, Registration Certificate, and Behavior Certificate helps avoid delays.

Housing

Oklahoma landlords must comply with the federal Fair Housing Act (FHA), which protects ESAs, PSAs, and Service Animals when proper documentation is provided. Oklahoma also reinforces disability protections under the Oklahoma Fair Housing Act.

Air Travel

Oklahoma follows the Air Carrier Access Act (ACAA). Only trained service dogs may fly in cabin as Service Animals. ESAs must follow airline pet policies. DOT forms may be required when flying through Tulsa (TUL), Oklahoma City (OKC), or Lawton (LAW).

Public Access

Oklahoma follows the Americans with Disabilities Act (ADA) and state laws under Oklahoma Statute § 7-113. Only trained Service Dogs—including psychiatric service dogs—must be allowed access to stores, hotels, restaurants, hospitals, transit, and government facilities. ESAs are not granted public-access rights under ADA or Oklahoma law.
