Acceptance

Emotional Support Animals (ESA):Accepted with Conditions

Tip:
Always carry your Physical ID Card and visible Recognition Gear. In Missouri—especially in St. Louis, Kansas City, and rural areas—having a Prescription Letter, Registration Certificate, and Behavior Certificate helps ensure quick acceptance.

Housing

Missouri landlords must comply with the Fair Housing Act (FHA), which protects ESAs, PSAs, and Service Animals when legitimate documentation is provided. Missouri does not implement additional ESA-specific housing rules; therefore FHA governs housing accommodations statewide.

Air Travel

Missouri follows the Air Carrier Access Act (ACAA). Only trained service dogs qualify as Service Animals for air travel. ESAs must fly under the airline’s pet policies. DOT forms may be required from St. Louis Lambert (STL), Kansas City International (MCI), or Springfield–Branson (SGF).

Public Access

Public access in Missouri follows the Americans with Disabilities Act (ADA) and Missouri Revised Statutes § 209.150. Only trained Service Dogs (including psychiatric service dogs) must be allowed in restaurants, hotels, public transit, hospitals, and government buildings. ESAs are not recognized for public-access rights under ADA or Missouri law.
