Kansas: Laws & Regulations

Kansas’s Laws & Regulations for Assistance Animals are as follows:

Acceptance

Emotional Support Animals (ESA):Accepted with Conditions

Psychiatric Support Animals (PSA):Accepted Nationwide

Service Animals:Accepted Nationwide

Tip:
Always carry your Physical ID Card and visible Recognition Gear. In Kansas, a Prescription Letter, Registration Certificate, and Behavior Certificate help prevent delays in rural areas, rentals, and transportation hubs.

Housing

Kansas housing providers must follow the federal Fair Housing Act (FHA). Assistance animals—including ESAs, PSAs, and Service Animals—must be reasonably accommodated when proper documentation is provided. Kansas adds no separate ESA-specific housing laws, so FHA guidelines apply fully.

Air Travel

All air travel in Kansas follows the Air Carrier Access Act (ACAA). Only trained service dogs are recognized as Service Animals for flight. ESAs must fly under airline pet rules. DOT Service Animal forms may be required when flying out of Wichita (ICT), Manhattan (MHK), or regional airports.

Tip:
Our registry is approved by all airlines — showing your Physical ID Card, Registration Certificate, and Recognition Gear helps ensure quick verification under ACAA rules.

Public Access

Kansas public access follows the Americans with Disabilities Act (ADA) and Kansas Statute § 39-1101 through § 39-1110. Only trained Service Dogs (including psychiatric service dogs) must be allowed in restaurants, hotels, transportation, schools, medical facilities, and government buildings. ESAs are not recognized for public access under state or federal law.

Additional Notes

  • ADA (public access): Only task-trained dogs qualify as Service Animals.
  • ACAA (air travel): Airlines accept only trained Service Dogs in cabin.
  • FHA (housing): ESAs, PSAs, and Service Animals must be accommodated with valid documentation.
  • Kansas law: Kansas penalizes misrepresentation of pets as Service Animals.
  • Recognition Gear: Recommended for clarity in Kansas’s mixed urban–rural environments.
