Entering from Outside of Europe (International Entry)
Required Documentation & Gear (must bring)
- ISO-Compliant Microchip (must match all documents)
- Rabies Vaccination Certificate
- Puppy must be 12+ weeks old at the time of vaccination
- High-risk countries: Rabies Titer required
- Low-risk countries (Canada, Western Europe, etc.): Titer not required
- Veterinary Health Certificate (vet letter confirming no known diseases)
Preferred Documentation (greatly facilitates acceptance and pre-clearance)
- Physical ID Card (animal + handler)
- Recognition Gear (Service Animal vest, bandana, or harness)
- Prescription Letter (ESA, PSA, or Service Animal letter from a licensed professional)
Important Notes
- A physical ID Card, Registration Certificate, and visible Recognition Gear speed up the processing.
- No airport restrictions: Dogs may enter through any approved Finnish airport as long as airline requirements and necessary documents are presented.
- Assistance Animals follow the same import rules as pets.
Deworming / Tapeworm Treatment Rules
Finland requires tapeworm (Echinococcus) treatment only for dogs entering from specific countries (mostly non-EU, high-risk areas).
Most travelers from Europe or low-risk regions do not need tapeworm treatment.
Restricted Breeds at Entry
Finland has no national breed bans.
However, local authorities may require leashes or muzzles for large or powerful breeds while in public.
Public Transport & Transit Rules
Service Dogs are fully permitted on all public transportation, including Helsinki buses, trams, metro, and long-distance trains.
Pets may require a carrier, muzzle, or ticket depending on operator policies. Service Dogs travel without restrictions.
