Hawaii’s Laws & Regulations for Assistance Animals are as follows:

Acceptance

Emotional Support Animals (ESA):Accepted with Conditions

Tip:Always carry your Physical ID Card and visible Recognition Gear. Hawaii has the strictest animal import rules in the U.S., so bringing a Prescription Letter, Registration Certificate, and Behavior Certificate will greatly reduce delays during inspections.

Housing

Hawaii follows the federal Fair Housing Act (FHA), requiring landlords to make reasonable accommodations for assistance animals, including ESAs, PSAs, and Service Animals with proper documentation. Hawaii does not offer separate state ESA housing laws, so FHA guidelines govern most decisions regarding rental access.

Air Travel

Hawaii follows the Air Carrier Access Act (ACAA), allowing only trained service dogs to fly as Service Animals. ESAs and comfort animals must travel under airline pet rules. Travelers entering Hawaii must comply with strict Hawaii Department of Agriculture quarantine laws—even for Service Dogs. Pre-arrival documentation (rabies vaccination, microchip, and timing requirements) is essential when landing at HNL, OGG, KOA, ITO, or LIH.

Public Access

Public access in Hawaii follows the Americans with Disabilities Act (ADA). Only trained Service Dogs (including psychiatric service dogs) are allowed in restaurants, hotels, stores, government buildings, beaches, and public transportation. ESAs are not considered Service Animals in Hawaii or under federal law and have no guaranteed public-access rights.
